Federal RFP Pipeline — SAM.gov to Proposal Draft

Category:
Legal Tech / Contract Automation
Client:
Law firms & in-house teams (Egypt/GCC/US-facing)
Duration:
Ongoing (Product build + client deployments)
Approach
I build a pipeline that takes you from opportunity discovery to a structured proposal draft: filters → qualification → compliance matrix → writing plan → draft sections → review workflow.
Outcomes
Shrank opportunity noise by turning 200+ weekly postings into a short, high-fit shortlist. Reduced proposal development time by ~60% by automating compliance checklists, reusable narratives, and first-draft assembly.
Challenges
Federal work is unforgiving: one missed requirement can kill the bid. The fix is a compliance-first workflow: extraction of requirements, a traceable matrix, and section ownership with review gates.
Problem
Most teams lose bids because they’re late, inconsistent, or non-compliant — not because they lack capability. Manual proposal ops turns into a bottleneck.
Best Fit For
Teams bidding federal who need speed + compliance discipline without hiring a full proposal department. This is especially strong for small/mid contractors trying to scale submissions.
What I Built
A proposal operating system: opportunity scoring, requirement extraction, boilerplate + past performance library, and structured draft output per section (technical/management/past performance). Everything is designed to be repeatable across bids.
